—Background
Development of the Island’s cultural economy is a key priority
Boyle & Summers were asked by the Isle of Wight Council to work on a vision for a new cultural centre set out in the Newport Harbour masterplan. The intention is to create a new attraction and cultural resource for the Island, which together with surrounding uses, provides a focus to significantly enhance footfall and social and economic activity in the area.
Home to the Riverside Centre and nearby Quay Arts Centre, the ambitions for a new state-of-the-art centre will also provide a new purpose-built home for Newport library and Island archives, integrating vital public services into a new vibrant community space. A collection of waterfront and rooftop cafes and an exhibition and performance space will complement the appeal as a cultural destination.
Our visioning included developing an understanding of the design challenges for a new larger building and an indicative site masterplan, supported by indicative floor plans, area schedule and visualisations that capture the ambition. The Vision represented an important step in developing a separate feasibility study to test in more depth the social, economic and technical viability of delivering a new cultural centre.

Championing a sense of community collaboration
Positive consultation via a workshop with the Riverside Centre, which currently occupies part of the proposed site, and the nearby Quay Arts Centre together with other stakeholders, was a key part of developing the proposed vision. Together with a questionnaire, the workshop helped to identify the range of potential uses, space requirements and typologies that could be accommodated in a new larger building.
